The bottom line for legislators
Congress does not need to resolve every open question about artificial intelligence to act responsibly now. It needs to establish durable, technology-neutral principles; concentrate binding obligations on the uses where a mistake can cost someone a job, a benefit, their liberty, or their life; require honest disclosure so that markets and courts can function; allocate liability clearly across a complex value chain; hold the government's own use of AI to the standard it would set for others; protect competition and open research from foreclosure; and fund the standards bodies and testing infrastructure without which any statute is unenforceable. This briefing translates each of these into specific legislative options, presented with their tradeoffs so that Members can choose with open eyes.
